Description

By building an urban comprehensive management and operation platform, this project aims at realizing perfect combination of technical innovation and social innovation, meeting the government's emergency command, decision-making and office demands, meeting the demands of the enterprises and people on business handling, license obtaining, information inquiry, and political participation and discussion, and realizing information integration and resource sharing between the government and enterprise, the government and the public, and between government departments.

Content

Infrastructure construction: With Chenggong District as pilot and radiating gradually to surrounding areas, it is to upgrade and reconstruct power and telecommunication lines, public sensory perceptual system and traffic network monitoring system and integrate the infrastructures used by different departments, including municipal hot lines, image monitoring center, road control center and public place monitoring center.

Establishment of database: It is to establish a city-class data center with such four basic databases as residents, enterprises, urban components and governmental resources and uniform geographic information system (GIS) database as support.

Establishment of cloud platform: It is to establish the big data cloud platform to perform such functions as data acquisition, processing, storage, statistical analysis, data mining, and model prediction.

Establishment of service application system: It is to establish the department service application system. Its core users are divided into three categories: government, enterprise and the public and it aims at providing these users with customized services.

Establishment of intelligent portal: Web portals and micro-blogging and WeChat platforms will be established to coordinate various applications and build the intelligent service portal for the citizens and enterprises.

Construction of smart city operation center: The land area is 150 mu and the floor area is 188,000m2, including 1 operation center management building with a land area of 100 mu and floor area of 122,000m2 and 1 data center building with a land area of 50 mu and floor area of 66,000m2.

Construction duration: 3 years.

Early preparations: Based on overall planning of Chenggong Information Industry Park, the construction land within the selectable range for this project is the construction land for Phase I. So far, all the land in this range has been acquired and total area is 1860 mu. It is required that the plot ratio of industrial land is controlled above 1.0 and the greening rate not lower than 25%. For design of Phase I, emphasis is laid on overall pattern and more detailed design guidance is given to such aspects as urban skyline, park interface control, landscape road and open space design to create high-quality working environment. The project site is in good condition. The construction land is abundant. The conditions of "seven accesses and one leveling" are met.

Investment Estimate and Fund Raising

Investment estimate: RMB 676.10 million in total.

Fund raising: self raising by enterprise, bank loans and policy support.

Market Prediction (Analysis)

Market scale: Total investment had exceeded RMB 100 billion till 2015 and it will exceed RMB 500 billion during the period of the "13th Five-Year Plan". The market is promising.

Case analysis: Successful cases including Dubuque City, Seoul and Yinchuan City are analyzed to discuss construction and market-oriented operation modes of smart city.

Profit Model and Preliminary Benefit Analysis

For this project, the net profit is RMB 73.33 million; investment return rate is 10.8%; payback period is about 9 years. Its profit originates from four aspects: I) lease of the comprehensive urban management operation center's premises and related facilities; II) charges obtained from providing big data analysis, information collection and processing, cloud space and database service and the like; III) charges obtained from providing various application systems and software; IV) charges from handling public affairs, such as issuing of various licenses and certificates, permits and authorizations, household registration management, license registration and credential management.

Risk Analysis

In view of the actual situations of this project, the main risks are for the technology and authentication. However, through deep analyses on the risk sources and characteristics, measures to avoid or reduce risks have been defined. On the whole, the risks of this project are of common degrees and controllable.

Cooperation Pattern

Various modes are combined with PPP mode for cooperative development, including Build-Operation-Transfer (BOT), Design-Build-Finance-Operation (DBFO) and Build-Own-Operation (BOO).
