Project Overview

This project belongs to the construction of regional business and logistics city, aimed at setting up online and offline omni-channel sales and service platforms through “Internet+Professional Market Cluster” strategy. The offline platform is dominantly created for logistics and distribution centers for specialized markets such as automobile and motorcycle accessories, hardware & electrical machinery, mining equipment, construction machinery, furniture and building materials. The online e-commerce platform is created to introduce professional third-party service agencies, to cooperate with well-known e-commerce companies to provide online services for general merchants, and to provide wholesalers and purchasing agents with third-party value-added services, thereby creating the largest O2O, B2B and B2C Internet business platforms in Qujing and even in Yunnan.

Content

Construction scale: This project will be constructed in two phases. Phase I plans to construct professional trading markets including exhibition area, trading storage area, office area and accommodation area. Phase II mainly intends to create the e-commerce platform, involving six functional parts such as Wan Yu Online Shopping Platform, E-commerce Entrepreneurship Service Center, Maker Coffee, O2O Offline Shopping Experience Pavilion, International Convention Center and Logistics Services Center

Supporting Conditions

Regional advantages: Qilin emerges as the center of politics, economy, culture and transportation in Qujing. It is 130 km from Kunming and represents the transportation hub of Qujing, with Guiyang-Kunming Railway, National Highway 320 and National Highway 326 radially distributed, and transportation networks such as Shanghai-Kunming HSR, inter-city trains and Hangzhou-Ruili Expressway accessible from all directions. Taihe Community in Taihe Subdistrict is where the project site lies. It is bordered by Qujing Railway Station in the north, Hehuatang Community in the south and Zhanyi District in the northwest, with convenient traffic and intensive population

Infrastructure: The construction site is located at northern suburbs of the urban area of Qujing. It is provided with complete infrastructure such as roads, communications, electricity, heat supply, water supply and drainage systems and sewage treatment, abundant human and material resources in the surrounding areas and complete land documents / papers. The construction site is flat, with easy access to operation machines and favorable construction conditions

Early preparations: This project has received great support from municipal and district-level governments, and preliminary work of the project has been well prepared. Detailed research and investigation have been conducted for project plans, construction conditions of the project site and traffic routes, and the related formalities are underway

Investment Estimate and Fund Raising

Investment estimate: RMB 1 billion

Fund raising: self-raising by enterprise, bank loans, subsidies and investment promotion, etc.

Preferential Policies Applicable

Preferential policies relating to Western Development will be followed.

In addition to relevant national industrial policies, the project also enjoys relevant preferential polities granted by Yunnan Province, Qujing City and Qilin District.  

With regard to land use of major industrial project in conformity with industrial park investment orientation, the preferential policy  of “one consideration for one matter” will be implemented according to such indicators as recognition of investment enterprise, investment scale and intensity, construction speed, employment promotion and tax contribution.

Support policies of Yunnan Provincial Government about the construction and use of industrial park standard plant will be implemented.

E-commerce plays a vital role in the informatization of national economy and society, while its development is a major measure to facilitate the industrialization with informatization, transform the economic growth pattern and improve operation quality and efficiency of national economy so as to take the new path to industrialization. Meanwhile, it is of great importance to achieve the building of moderately prosperous society in an all-round way

Qilin’s advantageous geographical position and thriving momentum of economic development have made it superior to develop its e-commerce. After the completion of this project, the structure of business industry in Qujing can be further optimized to promote comprehensive competition capabilities and to thoroughly change the current backwardness of small market size, scattered layout, outdated facilities, poor operating environment and low management level, thereby elevating the operating efficiency and industrial level of the business and logistics industry
