Description

It is proposed to make full use of the traffic hub advantage of Longyang District, Baoshan City and Economic Belt of Development and Opening Up of Lancang River for the purpose of the construction of “one center, two axes and three clusters”, i.e., production service center of logistics parks, main landscape axis along Banqiao Landscape Avenue, functional development axis along Liantong Road, production goods logistics cluster, living goods logistics cluster and public service cluster. This project aims at building a regional integrated logistics park located in Baoshan, serving Western Yunnan, covering Yunnan and integrating dedicated railway lines, storage, transportation, distribution, processing, information exchange, exhibition, financial services, freight forwarder and living.

Content

Construction content: land area of 4,423 mu, floor area of 1,740,000 m2, including: warehouse center of 800,000 m2, distribution center of 60,000 m2, packaging and processing center of 50,000 m2, parking lot of 100,000 m2, vehicle refueling and servicing center of 50,000 m2, supporting residences of 300,000 m2, product sales exhibition and commercial center of 280,000 m2, information service and office center of 20,000 m2 and civil square and other public service facilities of 80,000 m2.

Development progress: The whole project is constructed in three phases, where the construction content of Phase I includes warehouses, residences, trading market and business places for the purpose of setting up basic development framework of the park and the construction period is 3 years; Phase II includes the construction based on Phase I for the purpose of adding service functions of the park and the construction period is 2 years; Phase III emphasizes on expanding the construction scale of warehouse and logistics, improving the platform construction and extending the market scale and the construction period is 2 years.

Supporting Conditions

Construction conditions:

This project is provided with "six accesses and one leveling": water, power, communications, cable television, roads, gas, drainage systems and ground leveling upon requests of interested parties. Building materials can be transferred to the site through existing traffic roads. The construction conditions are convenient.

Advantages:

Traffic location: Baoshan is an important gateway for the opening up of Southwestern China and enjoys obvious location advantages. Its has a four-dimensional traffic network system of port, highway, railway and aviation.

Development opportunities: Belt and Road Initiative, Economic Belt of Development and Opening Up of Lancang River, Commercial Logistics Hub of Longyang District and others

Market demands: Baoshan is an important transfer station of import and export trade and intra-area materials flow in China. It has great demands for the logistics market.

Investment Estimate and Fund Raising

Investment estimate: RMB 3,170.09 million in total

Fund raising: self raising by enterprise, bank loans and policy support

Preferential Policies Applicable

Enterprises can enjoy, in addition to relevant preferential policies concerning China Western Development, gateway construction of Yunnan and investment invitation of Baoshan, preferential policies specified in the Interim Measures of Longyang District on Supporting and Preferential Policies for Investment Promotion. Moreover, special offers will be given to key projects by means of “One Consideration for One Matter”.

Market Prediction (Analysis)

Operation mode: Enterprises set up companies to take charge of the project construction and undertake equipment sales, lease, maintenance and other operations in the park; logistics enterprises are introduced to guarantee the normal operation of the park.

Analysis on market scale: In a conservative estimate, the logistics market scale of this project will be up to RMB 16.2 billion.

Profit Model and Preliminary Benefit Analysis

Profit model: The investment will be recovered by the supporting residences, product sales exhibition and lease of commercial centers. Profits of other commercial activities will come from lease by invited logistics enterprises. This profit model can reduce the investment fund pressure of enterprises and extend the operation scale of the park.

Benefit analysis: operating profit of RMB 109.60 million, net operating profit of RMB 65.76 million and payback period about 6.7 years considering revenues from residences, product sales exhibition and business places.

Risk Analysis

In view of the actual situations of this project, the main risks are for management, operation and market. Through deep analyses on the risk origins and characteristics, the measures to avoid or reduce risks have been defined. On the whole, the risks of this project are of common degrees and controllable.
