Description

Supported by current equipment manufacturing and auto part manufacturing projects and targeted at mechanical and electronic products (for instance, farm machinery and electrotechnical products) manufacturing markets in South Asia and Southeast Asia, this project is to actively develop characteristic mechanical and electronic products manufacturing industry by focusing on development of vehicle production and extension of auto part industrial chain and highlighting development of numerically-controlled machine tools, robots, complete automated logistics equipment, electronic equipment, and other high-end equipment. This project intends to create an auto equipment manufacturing industrial cluster with a value of more than RMB 10 billion as well as enormous potentiality.

Content

Construction scale: this project is to create an industrial cluster with a value of more than RMB 10 billion as well as enormous potentiality for manufacturing 300,000 vehicles annually as well as producing auto parts and other auto equipment.

Construction duration: 8 years

Supporting Conditions

1.    Advantages and opportunities: (1) Obvious advantage in traffic location: crossed through Qujing are 4 railways (Chengdu-Kunming Railway, Nanning-Kunming Railway, Guiyang-Kunming Railway, and Shanghai-Kunming High-speed Railway which is under construction), 4expressways (Chongqing-Kunming Expressway, Shanghai-Kunming Expressway, Hangzhou-Ruili Expressway, and Qujing-Luliang Expressway) and 4 national highways (National Highway 213, National Highway 326, National Highway 320 and National Highway 324). The 14110km long Southeast Asia section of Pan-Asia Railway, including the east line, middle line and west line, will be constructed at the end of this year. The three lines all start at Kunming, cross Vietnam, Cambodia, Laos and Myanmar, then meet at Bangkok of Thailand, and finally directly lead to Singapore after going through Kuala Lumpur. As dominated by highways and railways and supported by air, land and water transportation, the stereo-traffic network in Qujing provides a corridor for leading from Yunnan to the ocean in all directions; (2) Complete infrastructure facilities: currently, constructed in the Development Zone are a new city district of about 12.5 square kilometers, roads of more than 60km, 2 water supply plants, 2 sewage treatment plants, 6 substations and 4 gas supply stations. With the help of convenient transportation and complete infrastructure facilities in the Development Zone, enterprises’ demand on water, electricity and gas can be fully fulfilled; (3) Sufficient human resource: the registered population in Qujing City is 6.50 million. There are 9 colleges and technical secondary schools in Qujing City, of which two are located in the Development Zone with about 23,000 students. Qujing City has a developed secondary vocational education system. It has 29 secondary vocational schools with about 130,000 students and more than 30,000 annual graduates. The Development Zone has reached an agreement for talent training and social practice with Qujing Normal University, prioritizing labour demand by enterprises therein; (4) High-efficient service: the Development Zone has gained full provincial and municipal authorization for economic management and government review and approval of a national economic development zone. The provincial government has granted to the Development Zone 6 review and approval authorities in business affairs, industry and information technology, industry and commerce, and so on, while Qujing Municipal Party Committee and Municipal Government have clearly defined the municipal authorization of “six unification principles” and granted to the Development Zone full authorities in economic management and government review and approval. Meanwhile the Development Zone has established complete departments and working systems to provide public service with high quality and efficiency. In addition, the Development Zone has implemented the system of leveled industrial project promotion undertaken by leaders and departments and established an industrial park management committee office and a supervision office to provide full service for projects in the Development Zone. For introduced projects, one-stop handling and one-package service will be provided, and for settled projects, a leader with its work team will be assigned to implement the project plan.

2.    Associated industries: Yunnan Agricultural Reclamation Auto Part Park, one of the manufacturing parks in the Western City Industrial Park of the Development Zone, has attracted Weikeda, Changli Chunying, Hengbang Machinery, NTGEC, and other auto part manufacturers. Yongjin Electrical Cable Project in the Auto Equipment Manufacturing Industrial Park has been commenced and the electric car manufacturing project of Hebei New Universe Electrical Motor Company for annual production of 100,000 electric cars has been introduced to Nanhaizi Industrial Park.

3.    Early preparations: comprehensive planning and land transferring have been finished for this project.

Investment Estimate and Fund Raising

Investment estimate: the total investment is expected to be RBM 6 billion, including RMB 1 billion for development of auto part and other equipment manufacturing industries in the initial stage.

Raising manner: government allocations, bank loans and self-raising by enterprise

Preferential Policies Applicable

1.    Land: the land usage right can be obtained at the lowest price limit for industrial land. When acquiring land for project, the enterprises may pay the deposit of the lowest limit and then the remaining land-transferring fees by delaying 1 year.

2.    Tax: in addition to relevant national, provincial and municipal preferential policies, the enterprise may enjoy “one enterprise, one policy” based on investment amount, tax contribution, technological content, social benefit, etc.

3.    Finance: the Development Zone will coordinate with the enterprise to ensure smooth financing channels for this project.

Market Prediction (Analysis)

As one of the traditional industries of Qujing City, the auto industry has gained the ability to provide finished vehicles and produce auto parts after development of many years. Recently, FAW-GM Hongta Yunnan Automobile Manufacturing Co., Ltd. has settled in Qujing City mainly to produce light trucks focusing on Southeast Asian countries. This company is set to gain a sound market.
