七彩云南传说
Colorful Yunnan • Legend

According to the legend, in the Western Han Dynasty, Liu Che (Emperor Wu of Han) heard that there was an ancient road in the southwest leading to Sindhu (India) and this road could be found only when a colorful cloud appears in the sky. One day, the emperor finally saw a colorful cloud in the southwest sky. The cloud was so beautiful that he dispatched envoys to track it. The envoys found that cloud finally in Yizhou (Kunming) which had picturesque scenery, harmonious and peaceful environment and thus attracted the colorful cloud staying there. He then dispatched persons there to find that ancient road and finally realized exchanges with India.

Situated in the joint of Chinese cultural circle, Indian cultural circle and Southeast Asian cultural circle, Yunnan is a significant node in the culture network of peoples of Asia and is the most precious co-existence treasury of human cultural heritages. Localism, marginality, tolerance and diversity of cultures of different ethnic groups have given birth to distinctive, rich and colorful ethnic cultures and folk customs such as world-known Dongba Culture of the Naxi nationality, Pattra-leaf Culture of the Dai nationality, Solar Calendar Culture of the Yi nationality and Terraced Culture of the Hani nationality. There are 25 minorities in Yunnan which is the largest ethnic minority province in China. Yunnan has broad development space and great development potentials and faces rare development opportunities. With the introduction of the Implementation Scheme for Construction of the Economy and Trade Center Facing South Asia and Southeast Asia in Yunnan Province, Yunnan will actively seize strategic opportunities in the construction of the “Belt and Road Initiative” and the development of the Yangtze River Economic Zone to quicken the construction of the said economy and trade center facing South Asia and Southeast Asia. It is intended to significantly enhance the concentration of commercial element resources and the influence, basically form the internationalized and diversified pattern of economic and trading subjects, comprehensively improve the level of economic and trade supporting services, and better the function system of the regional business and trade center, logistics center, international aviation hub, international communication hub, e-commerce center as well as convention center by 2020.

Yunnan will continuously deepen regional cooperation both at home and abroad. Yunnan has witnessed a steady and rapid economic growth, a significant improvement in GDP and GDP per capita throughout this province, a steady increase in general budget revenue of local finance and a rise in overall CPI. In recent five years, total imports and exports have exceeded USD 120 billion and total foreign investment has exceeded RMB 2 trillion (the same below). In 2016, Yunnan Province realized a GDP of RMB 1,487 billion with a year-on-year growth of 8.7% and realized the fixed-asset investment of RMB 1,566.3 billion with a year-on-year growth of 19.8%. Total foreign investment reached RMB 747.5 billion with a year-on-year growth of 14.3%.

It is proposed in the 13th Five-Year Plan that Yunnan plans to take "openness, innovation, high-end orientation, informationization and greening" as its core to promote the industrial transformation and upgrading, optimize the industrial structure and establish a modern characteristic industrial system. Yunnan will adhere to the development concepts of "innovation, harmony, green, opening-up and sharing” to realize the development objectives such as sustained economic growth at a medium-to-high speed, transformation of the industrial structure to the medium-to-high level, steady improvement of the infrastructure as well as remarkable results in construction of open economy and realize sustained and steady development of economy of the whole province.

As the geographic center of Asia, Yunnan has very special geographic location by connecting "Three Asias" (Southeast Asia, South Asia and West Asia), adjoining "Two Oceans" (Pacific Ocean and Indian Ocean) and neighboring "Two Gulfs" (Beibu Gulf and Bay of Bengal) and has unique regional advantages of "leading to the coastal areas by connecting Guizhou and Guangxi in the east, reaching the Central Plains via Sichuan and Chongqing in the north, heading down south to Thailand and Cambodia through Vietnam and Laos, and interconnecting with India and Pakistan by bordering Myanmar in the west”.

By accelerating the construction of "Five Networks" - road network, aviation network, energy network, water network and Internet, Yunnan aims to establish a comprehensive infrastructure system that can effectively support its development and better serve national strategies.

As the only province in China enjoying a land access to Southeast Asia and South Asia, Yunnan directs up north to connect the northern Silk Road Economic Belt, heads down south to connect the Maritime Silk Road, leads east to connect the "Yangtze River Delta" via the Yangtze River Economic Belt and goes west through BCIM Economic Corridor to link countries around the Indian Ocean. Yunnan is closely bound with Southeast Asian and South Asian countries through the Ancient Tea Horse Road, Ledo Road, the Hump and China-India Petroleum Pipeline.

 

 

Roads: The highway traffic mileage of Yunnan is 4,134km. There are more than 20 trans-national highways and five great international passages (China-Vietnam, China-Laos-Thailand, China-Myanmar (two) and China-India). By 2020, the highway traffic mileage will be up to 8,000km, meaning substantial completion of the construction of "seven trans-provincial and five trans-national" passages.

Railways: The operating railway mileage of Yunnan is nearly 3,650km. The railway network composed of "eight trans-provincial and five trans-national" railways (China-Vietnam, China-Laos, China-Myanmar, China-Myanmar-India and China-Thailand) leading to Southeast Asia and South Asia and radiating the inland areas has been substantially constructed. By 2020, the operating railway mileage will be up to 8,000km.

Aviation: Yunnan has 15 airports in operation and has launched as many as 406 domestic and international flight routes. By 2020, there will 70 airports (including those under construction and in operation) and more than 460 flight routes. Moreover, Yunnan will take Kunming as the center to open international routes directing to Southeast Asia, South Asia and West Asia and directly heading to Europe and America.

Waterways: The inland waterway mileage has reached 4,294km, with the shipping network composed of "two trans-provincial and three trans-national lanes" directly leading to Thailand, Vietnam and Myanmar and to Central China, Eastern China and Southern China, and connecting with Hong Kong SAR and Macao SAR.

Port: Yunnan has 25 international ports, with trading partners from around the world. In 2016, Yunnan realized the exports and imports in frontier trade of RMB 35.56 billion.

Outstanding Resource Endowment

Yunnan is one of the provinces with the richest resources in China and ranks the sixth in terms of total resources. Its per capita quantity of resources is twice the national average.

Biological resources: Yunnan accommodates abundant species resources, including 63% of higher plants, 70% of Chinese herbal medicines and 59% of vertebrates of China. It has long been known as "Kingdom of Plants", "Kingdom of Animals", "Home of Flowers" "Home of Medical Herbs", and "Biological Gene Pool".

Tourism resources: 12% of Chinese scenic spots are distributed in Yunnan. There are well-protected ecological scenery spots, mild and pleasant landscape climate, beautiful natural scenery and colorful ethnic customs.

Mineral resources: Reserves of 54 among the 150 kinds of discovered minerals rank among national top 10 respectively and those of 25 among national top 3 respectively. There are substantial reserves of such mineral resources as tin, copper, lead-zinc and phosphate. The proved reserve of coal resources is 24 billion tons ranking ninth nationally. Yunnan is a national important construction base of "mutual development of mineral resources and electric power industry", the energy base of "electric power transmission from the west to the east" and a production base of tin, copper and phosphate fertilizer.  

Hydropower resources: There are six famous river systems running through the province, namely, Jinsha River, Lancang River, Nujiang River, Red River, Pearl River, and Irrawaddy River. Besides, there are more than 600 rivers with large capacity, blessing Yunnan with very abundant hydropower resources. The exploitable installed capacity is 95.7 million kW, taking up 25% of the exploitable hydropower in China and ranking the second in China.

Clean energy: Such types of new energy resources as wind power, solar power, geothermal energy and biomass energy have very superior advantages. The installed wind power capacity is 700,000 kW, with an effective wind power density of greater than 160W/m2. 76% of the reserve of solar power is available for exploitation and the number of effective utilization hours is up to 6,000. In 124 counties in the province, there are 654 natural geothermal outcrop points, ranking the first in China. The accumulated natural heat flow is 164,000 kilocalories per second, on top in China.

Special geographical location, complex landform, great altitude difference, rivers and lakes, and obvious three-D climate have made Yunnan a livable place with unparalleled natural scenery, favorable ecological environment and abundant species.  

Yunnan has superior environmental conditions in terms of atmosphere, water, soil, mountain and biology with picturesque scenery, fresh air and pleasant climate. Yunnan has established 193 nature reserves of various kinds and become the province possessing the most types of nature reserves in China.

Yunnan ranks the third in China in terms of the forest covered area across the province (19.14 million hectares) and second in terms of the forest growing stock. The forest coverage is as high as 55.7%, around 30% higher than the national average. Yunnan Province is one of the provinces with the most favorable natural environment and the best ecological protection in China and is also a famous healthcare, living and summer destination in China.

The rate of excellent air quality exceeds 95% for Yunnan. In 2015, such rate of downtown Kunming was as high as 97.7% which ranks eighth in China. Kunming ranked second among the most livable cities in 2016. The evaluation indicators include city safety, convenience of public service facility, agreeableness of natural environment, comfortableness of social and humanistic environment, convenience of traffic and health of environment.

It mainly includes such fields as the biological medicine, medical apparatus and instruments, health product, medical service, health management, life cultivation and health preservation, which are closely related to the human health.

Yunnan has been known as the “Kingdom of Plants”, “Kingdom of Animals”, “Kingdom of Microorganism”, “Home of Medical Herbs”, “Home of Spices” and “Biological Gene Pool”, with multiple advantages to develop the great health industry such as location, climate, environment, resource, culture and tourism. The prospect of industry development is quite promising.

The planting and processing of Chinese herbal medicine and R&D and production of biological medicine focusing on the natural medicines (TCM and ethnic medicines), as well as the biological medicine and great health industry system consisting of production of healthcare products, health care service and commercial circulation have been basically formed in Yunnan. 5 Chinese medical herbs planting base including pseudo-ginseng in Southeast Yunnan, rhizoma gastrodiae in Northeast Yunnan, high-mountain medicinal herbs in Northwest Yunnan, genuine medical herbs of ethnic medicine in Central Yunnan and special medical herbs of southern herbs in Southwest Yunnan have been built. The planting area of the whole province is over 6,000,000 mu (pseudo-ginseng: about 1,000,000 mu).

In the “13th Five-Year Plan”, it is explicitly proposed that the development of major industries are “1 center, 4 bases and 7 projects”; it is to focus on the new medicine development and the secondary development of resource and integrate the innovation resource of the whole province in the biomedicine field; it is to accelerate the modernization of Chinese Traditional Medicine, actively develop biotech medicines (new vaccines and monoclonal antibodies), selectively develop chemical drugs and medical apparatus and instruments, actively cultivate the application industry of gene detection and stem cells, promote the development new medical industry such as the precision medicine, “Internet plus” medical treatment.

It is to deeply exploit the recourses of ethnic and folk medicinal cultures, quicken the development of diversified health services and produces and build the great health industry system integrating the health, provision for the aged, health preservation, medical treatment, health care and physical fitness, etc. so as to build Yunnan into the center of biological medicine and great health industry for serving the whole country and influencing South Asia and Southeast Asia. It is planned to realize a prime operating revenue of RMB 380 billion in 2020 from the biological medicine and great health industry.

There are unique geological landforms, colorful ethnic cultures, gorgeous natural landscapes, comfortable and pleasant ecological environment in Yunnan. The karst landform in the east, snow mountains and glaciers in the northwest, volcanic landform and subtropical sceneries in the west, tropical rainforest in the south and plateau lakes in the middle area form the rare treasure of ecological tourism in Yunnan.

There are numerous ethnic groups in Yunnan, fostering such splendid ethnic culture resources as architectures, apparels, festivals, songs and dances, diets and crafts with ethnic characteristics. A great number of prehistoric lives and ancient human fossils, historical relics and sites and revolutionary sites in early modern times form the long and diversified historical and cultural resources, including the heritage culture, borderland culture, ancient road culture, red revolutionary culture, anti-Japanese war culture, religious culture, ecological culture and farming culture.

In the “13th Five-Year Plan”, it is put forward to make 7 leading industries including sightseeing, leisure and vacation, wellness, special entertainment, commerce exhibition, shopping, catering and accommodation be stronger; promote the integrated development of “tourism plus” and give full play to and release the integrated driving function of tourism industry; focus on the development of cultural industries including news media, publication, distribution and printing, song and dance performance, film & television and music & video, advertising creativity and cultural leisure and recreation; actively develop the traditional culture and art with ethnic and local characteristics and encourage to create the excellent cultural products; boost the deep integration between tourism and culture, promote the cultural connotation of tourism development and expand the new industry form of tourism culture.

According to the Plan, the total number of tourists in the whole province will exceed 600 million person-times and the total revenue from the tourism cultural industry will exceed RMB 1 trillion in 2020.

Information Industry

With the constant evaluation, infiltration and development of new-generation information and communication technology, the informationization is accelerating to promote the information industry to break through the traditional boundary. The information industry has become an important part of Yunnan’s economy, the driving engine of economic innovation and development and an important measure to realize the “corner overtaking” and great-leap-forward development.

In the “13th Five-Year Plan”, it is suggested to basically build the service system of information industry supported by the "Fairyland Yunnan" Action Plan, cultivate and form a batch of key and leading enterprises and the special industry clusters in the information industry with the characteristics of openness, innovation, high-end orientation, informationization and greenization and build the international communication center and the center of regional information concentration. Yunnan will take the new-generation information technology, information and communication services, electronic information manufacturing, software and information services, mobile internet and Internet of Things, content service of regional information (6 fields in total) as the key fields to form the special industry clusters with the driving of leading enterprises, cluster development and supporting industries. It is intended to realize a total scale of information economy exceeding RMB 500 billion in 2020.

Yunnan is aimed to form the new pattern of industry development with “One Core, Four Clusters and One Belt” and build the core agglomeration zone of information industry and the new highlight of innovative development in Yunnan by relying on Chenggong Information Industry Park in Kunming; focus on the development of such industries and businesses as cloud computing, big data, mobile internet, software and IT services, Beidou navigation satellite system, spatial geographic information, Pan-Asia languages software and gradually form the industrial ecology, including the R&D design, production-manufacturing, inspection and detection, technical innovation, investment and financing system, to support the development of information industry in Yunnan Province.

It is to give full play to the resource advantages of four city (town) agglomerations of Central, Western, Northeastern and Northwestern Yunnan and form, with Kunming as the core area, the new pattern of industry development by supporting each another. It is to rely on the opening-up economic corridors and belts and build the export-oriented electronic information manufacturing and supporting industry bases.

Modern Logistics Industry

The modern logistics industry is the cross-industry, cross-department and cross-regional complex industry with strong penetrability by integrating transportation, warehousing, processing, distribution, freight forwarding and information to form the complete supply chain. With the implementation of the "Belt and Road Initiative”, the construction of great international passage and the perfection of traffic infrastructure (including highway, railway, aviation and water transportation) in Yunnan, the modern logistics industry will develop rapidly.

In the “13th Five-Year Plan”, it is explicitly proposed that it is to build Yunnan into the southwest logistics center of China, the logistics and trading center of Chinese agricultural products with plateau characteristics and the cross-border logistics center of China facing South Asia and Southeast Asia. It is intended to realize a total revenue of around RMB 6,300 billion in 2020 from the logistics industry throughout the province.

It is planned to vigorously develop the multimodal transportation and construct the projects of the multichannel, multimode highway-railway and land-water multimodal transportation with seamless connection in 8 key prefectures and cities including Kunming, Zhaotong, Qujing, Yuxi, Honghe, Wenshan, Dali and Xishuangbanna. It is to promote the “Internet plus” efficient logistics, build the public logistics information platform and realize the accurate cooperation between the supply and demand of logistics. It is to build the “one core and four regional” agglomeration zones of logistics industry with the core industry zone in Kunming and four agglomeration zones in the eastern, southern, western and northern Yunnan; construct the multilevel logistics node system, taking big cities as the center, medium and small towns as the foundation, key ports as the support and logistics parks as the medium.

It is to actively develop the third and fourth party logistics, basically form the modern logistics system with effective connection of multiple transportation modes, reasonable structure, supporting facilities, advanced technologies and efficient operation, and construct the regional international logistics hub through Yunnan, connecting the domestic areas and leading to South Asia and Southeast Asia by relying on the regional advantages.

Modern Agriculture with Plateau Characteristics

There are multiple advantages in Yunnan to develop the modern agriculture with plateau characteristics, such as climates, resources, species and location. In Yunnan, the forest coverage rate reaches 55.7%, the area of forest land is 375 million mu and 94% of the national territorial area is the mountainous area. Yunnan is rich in biological diversity and the plant and animal species rank the first in China. Yunnan has the stereoscopic and diversified climates and the light and heat conditions on the lower latitude plateau are good. Meanwhile, 25 counties and cities border on Laos, Vietnam and Myanmar.

The area and yield of tobacco, walnut, natural rubber, fresh-cut flowers and coffee in Yunnan rank the first in China. The agricultural products with plateau characteristics are exported to 116 countries and areas and the value of exports has exceeded USD 4 billion.

It is proposed in the “13th Five-Year Plan” to realize a total output value of agriculture exceeding RMB 1,000 billion by 2020 and focus on the ten industries including the swine, cattle and sheep, vegetable, flower and garden plant, Chinese herbal medicine, tea, walnut, fruit, coffee and edible mushroom so as to promote the development of sugar and tuber crops and build the high-yield, high-quality, efficient, ecological and safe brand of modern agriculture with plateau characteristics.

It is also proposed to vigorously develop the e-commerce of agricultural products, leisure agriculture, cross-border agriculture, etc., cultivate the “Little Giants” with leading demonstration and driving effects to improve the operating level of agriculture industrialization, and explore the agro-ecological, leisure, cultural and non-agricultural values to develop such industries as rural tourism, health preservation and provision for the aged and build a batch of special villages with leisure agriculture and boutique farm brands.

The reserves of 25 kinds including the lead, zinc, tin, phosphorus, copper and silver ores rank Top 3 in China.

The industrial chains of mineral industries with traditional advantages (such as copper, aluminum and indium) have been extended to the intensive processing and the industrial clusters have been preliminarily formed. The product system with sustainable development capacity has been preliminarily formed, including such products as rare-precious metals, photoelectron, titanium material, nonferrous metals, stored energy and power battery. A batch of large-scale new material enterprises with the promising prospect have been built, such as Sino-platinum Metals Co., Ltd., Yunnan Germanium and Yunnan Titanium Industry Co., Ltd. In the “13th Five-Year Plan”, it is proposed to implement the “168” Project of new materials industry with development directions of marketization, high-end orientation, serialization, standardization and centralization, namely to determine 1 overall development goal; cultivate 6 key fields including new material of precious metal, new material of basic metal, new material of rare metal, photoelectronic and battery materials, new chemical materials and advanced new materials; organize the construction of 8 projects, including the cultivation of leading enterprises, development of industrial agglomeration, construction of standard system, international development and new material industry with “Internet plus”. The prime operating revenue from the new material industry throughout this province is expected to reach RMB 200 billion in 2020.

Yunnan has great opportunities and broad market space for the development of advanced equipment manufacturing. A series of internal and external conditions such as acceleration of domestic industrialization process, implementation of the new round of Western Development, development and opening-up of border areas, undertaking of industrial transfer from Eastern China, and the new round of scientific revolution and information reform will stimulate late-mover advantages of Yunnan and drive all-round development of advanced equipment manufacturing industry. In the “13th Five-Year Plan”, it is put forward that Yunnan will focus on the development of informatization, intellectualization and automation, accelerate the development of new energy automobiles and passenger vehicles, encourage the transformation and upgrading of existing automobile enterprises and the supporting development of auto parts and build the automobile industry chain with sales revenue over RMB one hundred billion. It is to accelerate the development of such advanced equipment as numerically-controlled machine tool, complete automatic logistics equipment, rail transit equipment, railway maintenance equipment, electrical and new energy equipment, heavy-duty mining and metallurgical equipment, engineering machinery, agricultural machinery equipment, energy saving and environmental protection equipment and general aviation equipment, foster the development of such intelligent equipment as robot and 3D printer, and vigorously develop supporting equipment industries so as to promote a batch of supporting industrial clusters. Yunnan will invest RMB 150 billion to develop the advanced equipment manufacturing industry and accelerate the construction of “open, innovative, high-end, informationized and green” manufacturing system. It is intended to realize a prime operating revenue from the advanced equipment manufacturing industry of RMB 170 billion in 2020 and at an average annual growth rate of 20%. A new prospect has been opened up for intellectualization of high-end equipment manufacturing in Yunnan. Under the policy guidance, project support and industrial influence, the fields involving railway maintenance machinery, complete equipment of airport automatic logistics, complete equipment of mining and metallurgy, electric equipment, diesel engine for cars have advanced technologies, distinct characteristics and outstanding industrial positions.

Foods and Consumer Goods Manufacturing Industry

Yunnan located at the joint part of China and South Asia and Southeast Asia is the “Road and Bridge” connecting the Pacific Ocean with the Indian Ocean, the “Belt” connecting China with South Asia and Southeast Asia and the intersection of the “Belt and Road Initiative”, Yangtze River Economic Belt and Bangladesh-China-India-Myanmar Economic Corridor. Therefore, Yunnan enjoys unique regional advantages. Yunnan backs against Southwest China, goes up north to connect Silk Road Economic Belt, goes down south to connect Maritime Silk Road, directs east to connect the Yangtze River Economic Belt and is opened up to South Asia, Southeast Asia and economic circles along the Indian Ocean. It is planned to build Yunnan into an export-oriented industrial base and a production and processing base of import & export commodities for China to open up to Southeast Asia and countries along the Indian Ocean. Meanwhile, it is going to be built into a production base of consumer goods, such as light industrial products, textiles and garments, to actively undertake the industry transfer from the developed Eastern China such as light industry, textile industry, household appliance industry and toy industry and develop daily consumer goods manufacturing industry aiming at the markets in Southeast Asia, South Asia and ASEAN.

According to the “13th Five-Year Plan”, Yunnan will focus on the development of 3 key industries in the food industry, namely the agricultural and sideline product processing industry, food manufacturing industry and alcoholic, beverage and refined tea manufacturing industry. The consumer goods industry is to focus on 5 industries including the wood processing and furniture manufacturing, rubber product industry, handicraft manufacturing industry, textile & clothing industry and daily chemical and household appliances industry. It is to carry out 6 projects including cultivation of leading enterprises, creation of brand products, innovative promotion, major project promotion, construction of service platform and quality & safety assurance. General Planning of Central Yunnan New Area (2016-2030)

Yunnan Province has a total of 132 industrial parks, including 70 key industrial parks of or superior to provincial level (7 national industrial parks) and 62 prefectural/municipal level industrial parks. Industrial parks, development zones and economic cooperation zones basically cover every county, city, district of Yunnan Province, with a development pattern taking the Central Yunnan Industry Cluster Zone as core, national development zones such as High-tech Industrial Development Zones of Kunming and Yuxi as support, Border (Cross-border) Economic Cooperation Zones as the front line such as that of Mohan (China)- Boten (Laos), Hekou (China)-Lao Cai (Vietnam), Ruili (China)-Muse (Myanmar), and prefectural/municipal industrial parks as foundation.

It is proposed in the “13th Five-Year Plan” to speed up transformation and upgrading of industrial parks, and focuses on building a batch of specialized and characteristic industrial parks and modern industrial bases to promote integration, interaction and coordinated development of industrial parks and cities.

滇中新区
Central Yunnan New Area

Located in the east and west of downtown Kunming, as the core area of Central Yunnan Industry Cluster Zone, the Central Yunnan New Area has a planning area of about 482 km2, covering Anning City, Songming County, and part of Guandu District.

Development goals: By 2025, it is to achieve outstanding progress on industry scale and economic benefits, fruitful results of industrial transformation and upgrading, basic completion of modern industrial system, further optimization of industrial spatial pattern, sharp level rise of supporting facilities of industrial parks, and gradual perfection of supporting service system.

Function division: On the basis of starting from “staged development strategy”, coordinating and optimizing spatial structures of industrial parks in Yunnan, and guiding reasonable layout of industries according to regional resource conditions, industrial foundation and regional transportation conditions, the function divisions of industries in the province are 3 major types: “innovation-driven development leading zone”, “speed-rising and benefit-increasing industrial zone” and “border opening and green development zone”.

The Central Yunnan New Area is to focus on the development of such industries taking the following areas as key businesses as electronic information, biological medicine, new material, airport industry, automobile and modern equipment manufacturing, petroleum refining, and modern services. Great efforts will be made to achieve a total turnover of RMB 3 trillion of main businesses of industrial parks in Yunnan by 2025, with added value of above-designated-size industries topping RMB 760 billion, accounting for 90% of that of Yunnan Province. It is to preliminarily form an industrial layout system in industrial parks enjoying a two-pole provincial and prefectural/municipal support, clear guiding and functional divisions for industries of the same type, diversified scales and characteristics and ordered clustering development.

Cross-border Economic Cooperation Zone

Ruili - Muse Cross-border Economic Cooperation Zone: It is to establish two core areas. The first area is to realize the integration of border commercial areas and establish a cross-border cooperation center. The second area is to realize connection the integration of border port districts and establish China-Myanmar cross-border industrial park. Mohan-Boten Cross-border Economic Cooperation Zone: With a total area of 4,500 km2, it is an all-round comprehensive pilot zone covering infrastructure construction, investment and trade, and new urbanization. Hekou-Lao Cai CBECZ lies along the boundary river of China and Vietnam, with a total area of 21 km2. It is to realize interactive development of the cooperation zone and surrounding areas and form an overall spatial pattern with characteristics of "two countries and one zone, one zone and multiple parks, one port and multiple accesses".

National Border Economic Cooperation Zone

Ruili Border Economic Cooperation Zone is a comprehensive development zone based on import, export and processing, involving hot area resource development and development of such industries as commerce & trade, finance and tourism, and enjoying provincial economic management authority. According to the functional orientation of making the best of raw materials and markets of China and Myanmar, Wanding Border Economic Cooperation Zone is engaged in international trade, foreign trade, border trade, border trade processing, agricultural resource development, and tourism development. Hekou Border Economic Cooperation Zone has been constructed into a modern border economic cooperation zone having complete infrastructure, multiple functions and reasonable industrial distribution and integrating import & export processing, international logistics, border trade, cross-border trade and tourism. Lincang Border Economic Cooperation Zone: Taking Mengding as the core industrial park and Nansan Port and extension area of Yonghe Port as two wings, it is to develop the Mengding (Gengma) core industrial park, Nansan (Zhenkang) industrial park, and Yonghe (Lincang) industrial park, following the plan of “One Zone with Multiple Parks” Lincang BECZ will foster five pillar industries: characteristic high-quality agricultural product industry, business logistics industry, mineral-electric industry, textile electromechanical industry and eco-culture tourism industry.

Provincial Border Economic Cooperation Zone

Malipo (Tianbao): This is a border trading & processing zone, focusing on such four industries as warehousing and logistics, import & export processing, border trade, and border tourism. Tengchong (Houqiao): This zone focuses on such industries as domestic product assembly for export, warehousing and logistics, business and trade, and tourism service industry. Menglian (Meng'e): The development of this zone covers such areas as infrastructures and port construction, industrial development and building up of industrial parks, domestic and international opening up and cooperation, urban & rural development and poverty alleviation for prosperity, development of public services, and green economic pilot points. Lushui (Pianma): The development of this zone covers such areas as infrastructures and port construction, industrial development and building up of industrial parks, domestic and international opening up and cooperation, urban & rural development and poverty alleviation for prosperity, development of public services, and green economic pilot points. Mengla (Mohan): This zone focuses on such industries as logistics (mainly railway), processing of substitution industry, tourism service industry, and commerce & logistics.

 

 

Kunming Comprehensive Bonded Zone, approved in February 2016, has a total planning area of 2 km2 and is divided into two zones. Zone A (economic development zone), originally belonging to the export processing zone of Kunming, now is located in Kunming Economic & Technological Development Zone; Zone B (airport zone), belonging to the new planned area, is located near Kunming Changshui International Airport.

Kunming Comprehensive Bonded Zone is to focus on such businesses as bonded processing, bonded logistics, bonded warehousing, bonded exhibition and bonded service. The development focus of Zone A will be characteristic and competitive industries of Yunnan and surrounding countries, including resource industry, jewelry and jade, bio-pharmaceutical and food, to emphasize the functions of bonded processing and bonded logistics. Zone B will rely on Kunming Changshui International Airport, focuses on international enter port trade, warehousing, processing and the like, and highlights such functions as bonded trade, bonded service, bonded logistics, bonded processing and exhibition.

 

综合保税区
Comprehensive Bonded Zone

In December 2013, the first approved comprehensive bonded zone in Yunnan Province, Honghe Comprehensive Bonded Zone has officially been established. Located inside the Honghe Industrial Park, with a total planning area of 3.29 km2, Honghe Comprehensive Bonded Zone is a special customs supervision zone with the highest opening-up level inland, the most complete functions, the best preferential policies and the most simplified procedures and has core functions such as bonded processing, bonded logistics and bonded services.

Facing Southeast Asia, Honghe Comprehensive Bonded Zone enjoys outstanding regional advantages, and has been positioned as Southeast China’s logistics hub, bonded logistics base, bonded processing park and productive service and trade platform opening to Southeast Asia and Asia-Pacific region. It is planned to attract a total of RMB 10 billion investment for fixed assets in 5 years for the comprehensive bonded zone, and to achieve an annual total volume of imports and exports no less than USD 5 ~ 10 billion till 2020.

 

 

瑞丽国家重点开发开放试验区
Ruili National Key Development and Opening-up Experimental Zone

Located in the Dehong Dai and Jingpo Autonomous Prefecture of Yunnan Province, Ruili National Key Pilot Zone of Development and Opening-up is at the intersection of China economic circle, South Asia and ASEAN economic circle and is directly accessible to Kyaukpyu, Myanmar, Rangoon and the Bay of Bengal southward. It is the most convenient and economical land passage in our country to the Indian Ocean through Myanmar and also an important gateway for opening of China to countries around the Indian Ocean such as Southeast Asian and South Asia countries.

Six key functional zones planned in the pilot zone: border economic cooperation zone, international logistics and warehousing zone, international trade and tourism service zone, import & export processing zone, characteristic agriculture demonstration zone and ecological barrier zone.

Multiple preferential policies such as those related to the new round of Western Development, border policies and minority policies are applicable for investment. This experimental zone will become a new investment place and land of development, especially due to the implementation of nationally granted special preferential policies for financial taxation, investment & financing, industry & trade, land resource and opening-up.

 

 

勐腊(磨憨)国家重点开发开放试验区
Mengla (Mohan) National Key Development and Opening-up Experimental Zone

This Zone was approved by the State Council in July 2015. This pilot zone is located in the southernmost of Xishuangbanna, Yunnan, connected to land of Laos in the east, south and west, and separated from Myanmar by river in the west. It covers about 4500 km2.

As an important forefront of cooperation between China and Indochina Peninsula, this experimental zone will be built into a significant platform of China – Laos strategic cooperation and a comprehensive traffic hub linking China and Indochina Peninsula. In addition, a moderately prosperous society will be built for the southwest border areas and minority areas synchronously with other places in China through deepening Lancang-Mekong River Subregion Cooperation and maintaining national unity and social stability of border areas.

This experimental zone has Five functions: A significant platform of China – Laos strategic cooperation, a comprehensive traffic hub linking China and Indochina Peninsula, an important growth pole of border areas, a pioneer of ecological civilization construction and a demonstration zone “bringing harmony, security and prosperity to neighbors”.

This experimental zone will focus on the development of characteristic agriculture, biological industry, import & export processing, trade logistics industry and cultural tourism.

Rich tourism resources: Lijiang City has the world cultural heritage of Old Town of Lijiang, the world natural heritage of Laojun Mountain (the core region of Three Parallel Rivers) and the world memory heritage of Naxi Dongba Literature Manuscripts. Nujiang Lisu Autonomous Prefecture

In terms of tourism and cultural resources, this prefecture has the scenic attractions such as the Grand Nujiang Valley, the National Park of Dulongjiang Grand Canyon, the world natural heritage of “Three Parallel Rivers” as well as the natural wonder of “three rivers running through four mountains”. Nujiang Prefecture is also uniquely characterized by cultural and ethnic diversity where rich ethnic culture and different religions merge with each other. 迪庆藏族自治州
Diqing Tibetan Autonomous Prefecture

"Diqing" means "a place of good luck and happiness" in Tibetan language. It is the Shangri-La where people yearn for and also the core region of the world natural heritage "Three Parallel Rivers". Diqing Prefecture is passed through by Lancang River and Jinsha River from north to south and characterized by the special landform of "snow mountain as town, river as pool". It is a resplendent pearl on the plateau of Northwestern Yunnan. It covers a land area of 23,186 km2, with a population of 407,000 where ethnic minorities accounts for 88.7%.

Location Advantages

Diqing Prefecture is the strategic passage for entering Tibet from Yunnan. It connects Yunnan, Sichuan and Tibet and has the traffic network with Yunnan-Tibet Highway and Sichuan-Tibet Highway (originally called Kangding-Tibet Highway) as the arteries. Diqing Shangri-La Airport, covering a land area of 225 hectares, is the largest airport in Northwestern Yunnan.

Resource Environment

Diqing Prefecture is located at the southeastern end of the “Water Towers of Asia” and passed through by Jinsha River and Lancang River. It has 221 tributaries with the theoretical reserves of water power over 1,650 kW, 15% of that of Yunnan Province. In addition, Diqing Prefecture is located at the core area of the “metallogenic belt of three rivers” and also one of top 10 national enrichment regions of mineral resources.

1.     Tap water is measured by water meter in m3 (ton). Water prices are applied strictly in accordance with the prices approved by the pricing authority. Different water prices apply to different water uses.

2.     Continue to implement the stepped water price for residential use. Regarding residential users who receive the at-the-door services of meter recording and charging by the running-water company, for the volume of the actual monthly water consumption per household within 10 m3, the water price is implemented as per the water price for residential use in the table; for the volume of the actual consumption exceeding 10 m3, the stepped water price is implemented on the basis of the water price for residential use in the table (excluding the sewage treatment rate, similarly hereinafter). The specific standard is: increasing by 100% of the price based on the water price for residential use for the water consumption between 11~15m3; 150% for 16~20m3; and 200% above 21m3. The sewage treatment rate in the urban water supply price is not included in the price-increasing base of the stepped water price calculation. Regarding residential users who have not received the at-the-door services of meter recording and charging by the running-water company, the stepped water price is not implemented for now.
